You are correct that speedos are calibrated so that the margin for error is all in overeadiing, as this is what is required by the ADRs.
You are wrong about the odometer. Whilst they use data from the same sensors, they are calibrated to read accurately with a plus/minus error margin, rather than overeading like the speedo.
I suggest you look up the relevant ADRs. It's all there in pretty simple language.
