Made in Singapore, from my reading they're a mid-range Asian manufacturer. Better than the cheap Chinese rubbish but nowhere near the Bridgestones, Hankooks or Kumhos of this world. That said they're reasonably good value for money, not priced at the bottom of the market, which says something for their own perception of the brand as well as that of the dealer network.
It looks like a set of 4 would cost around $900 which is ok but, if you paid $1200 and got double the life from Coopers or Mickey Thompsons it's pretty clear where the real value is. Sometimes, if you're patient, there are specials on the top name brands with prices in the same region as Radar. Could be an even better deal there.
