It would probably be best to put the blank in both places. If you put the blank immediately before the egr valve on the cooler it will stop coolant causing a hydraulic cylinder lock and subsequent engine destruction if the egr cooler ever springs a leak. Not that this is a likely occurence, but it has happened on other makes.
The other blank might stop a bit of crud building up in the now redundant egr cooler over time.
As far as function of the blank goes, it really doesn't matter where it is placed so long as the exhaust gas is stopped from reaching the intake manifold.
The voices in my head may not be real, but they do have some damned good ideas.
If it's feral, it's in peril.
